Overview of the Integrated Tax Administration System (ITAS) and its Impact on Taxpayers

Digital transformation has taken the world by storm in recent decades, and the tax authorities in many countries have adopted and fully implemented automated tax administration systems. West African countries have fully embraced this transformation, including Sierra Leone. The National Revenue Authority (NRA) pioneered the digital era of taxation in Sierra Leone by successfully launching ASYCUDA World, the Electronic Cash Register (ECR) and, notably, the Integrated Tax Administration System(ITAS). The ITAS was rolled out in 2020 and implemented in 2021, a feat that advanced Sierra Leone's digital transformation journey. The digital system's introduction enhanced and revolutionised the country's tax system in pursuit of improved revenue collection efforts. The adoption of ITAS has resulted in a paradigm shift in streamlining tax procedures and processes to provide taxpayers with online access to tax compliance, moving Sierra Leone toward the global trend of electronically enabled tax systems.

This blog provides a comprehensive overview of the Integrated Tax Administration System (ITAS), which has revolutionized tax compliance in Sierra Leone. It distinguishes the ITAS from the previous system and highlights its importance in the modern tax landscape. The blog further outlines the key features of ITAS and its significant impact on taxpayers' compliance, ensuring that taxpayers are part of a modern and efficient tax system.

Before the introduction of ITAS in 2022, the National Revenue Authority (NRA) managed tax compliance through a manual system that was essentially paper-based. Taxpayers had to physically visit the administration offices to register, file, and make tax payments, which was time-consuming and less effective. The reliance on paper-based documentation caused a lot of challenges in data management, errors and difficulties in tracking taxpayers' records. Subsequently, this efficiency led to a low tax compliance rate and less tax revenue for the government. Notably, there was also the risk of corruption due to a lack of transparency and real-time monitoring, a risk that ITAS significantly reduces.

However, introducing ITAS in 2020 was a significant step forward in addressing these issues by digitizing tax processes, improving transparency, and boosting compliance. The Integrated Tax Administration System (ITAS) is a comprehensive system that automates the various functions of Sierra Leone's tax administration. The system enables tax authorities to streamline tax compliance processes such as tax type registration, filing, payment, and reporting and monitor tax compliance. Notably, the success of the ITAS is not just about the system itself but also about taxpayers' active participation and compliance. The ITAS integrates different tax types into one platform, allowing better management, accuracy, and transparency. The emergence of this platform has significantly reduced tax compliance errors, mitigated tax evasion and generally improved taxpayer services, demonstrating taxpayers' integral role in the ITAS's success.

The ITAS enabled access to all taxpayers' activities through a single window. This feature means that taxpayers can view all their tax positions in one place simultaneously. This holistic view assists taxpayers in having a clear understanding of their tax position. Taxpayers can effectively plan how to meet their tax obligations, which leads to improved compliance. This holistic view also enables the NRA to improve the profiling of taxpayers, leading to the implementation of effective policies that could improve engagement with taxpayers. Additionally, recovering taxpayer information and tracking their compliance is much easier. Taxpayers' queries could be dealt with more efficiently and accurately.

The introduction of ITAS is a massive improvement and upgrade to the tax compliance landscape in Sierra Leone. However, taxpayers and tax authorities encounter challenges and difficulties in implementing and navigating the automated system. The major challenge with the ITAS is its functionality during deadlines. Taxpayers experience difficulties in compliance with their tax obligations when the ITAS portal is on downtime, making it non-functional. Processing tax payments has been a significant concern for taxpayers. Some banks continue to face downtime with the payment module. This huddle has significant implications during deadline periods, as it may cause taxpayers to miss tax payments, leading to cost increases like penalties and interest.

In conclusion, introducing the Integrated Tax Administration System (ITAS) has advanced tax administration systems in Sierra Leone. ITAS has helped automate key tax processes, centralized several tax types on one platform, simplified tax compliance, and fostered transparency and better service delivery for taxpayers. Although problems such as system downtime at deadlines and challenges in the payment process remain, the benefits associated with ITAS have outweighed the disadvantages. Taxpayers and the National Revenue Authority (NRA) have benefitted from the system's ability to enhance engagement within the tax system, allowing for improved compliance, fewer mistakes, and higher revenue for the government.
